I purchased a new item that clearly was not new when I received it. I started a return but then I was asked to pay return shipping which I did not feel I should have to pay. So I closed the return thinking I would contact Ebay for help. Now I know that was a mistake since there is no way to contact Ebay for help. I thought there was a buyer guarantee policy. Anyway, how do I reopen the return? Thank you in advance for your help.

It's not possible to reopen a return request once you voluntarily close it. That was your shot at the Money Back Guarantee.
When you originally filed the return, do you remember what reason you selected?

Just for the record and a bit of clarity.
1. What reason did you specify for the return? You should have used Item Not as Described (NAD)
2. Who asked you to pay for the return shipping eBay or the seller?
If you cannot re-open the eBay case you can always open a chargeback with your CC company, PayPal or whatever method you used to pay for the item. Make sure you specify the Item Was Not As Described.

Your mistake was you closed the case thinking Ebay would help. Let this be a learning lesson. Once you close a case it's closed. You can't reopen it. Yes there is a buyer guarantee program but that's based on you returning the item. You closed the case so the sellers and Ebay obligation to you are done. Sorry.

Once closed, it can't ever be reopened. If you paid by credit card, contact your card company. If not, the payment service you used.

We get only one chance to open a return request with eBay.
If we mess up and/or lose the claim with eBay … we can still open a claim with PayPal or our credit card company.
We cannot reopen a return request that we’ve closed. I’m very sorry.

Because once you closed the case, ebay views that as a satisfactory conclusion. Make no mistake, the MBG is there for all buyers, but if you don't fully understand ebay policy, you'll lose out.

In the past it has been posted that some have been able to get the return reason changed on an open request by contacting CS to have them do that. Not sure that still exists.
One reason to not have the ability to edit would be that when a buyer that should be paying the return shipping is presented with that, they would alter the reason to where they were not required to own up to their responsibility.

When you file a case with PayPal, eBay closes the buyer return case saying that the paying institution is responsible. PayPal does nothing for buyers because they are an affiliate of eBay, and change your return reason, which they did with mine from "defective item" to "item not as described". When you call them to correct it, they tell you that you need to file a case with your CC because they are bias toward eBay.
By doing this, eBay is giving POS seller like Champ tires a venue to sell their garbage and get away with it, even after you prove to them Champ tires lied on the very post that eBay is allowing.
Sadly lately, eBay only cares about their bottom line not buyers. 👎
