Here is what Ebay customer service sent me---
I've reviewed the details of the request. The buyer is returning the item for a full refund. A return label was provided to the buyer, but there was an issue with that return label. We're asking you to take further action to arrange return shipping.
I’ve placed the request on hold for 4 days to give you time to arrange the return shipping with the buyer. Please note that if you don’t resolve the issue by December 9, 2023, we’ll issue the buyer a full refund on your behalf without requiring the item to be returned.
There are several ways to provide return postage for your buyer. To learn more about your options, please visit the return shipping items page.
Thanks for your patience and understanding.
Thanks,
eBay
Problem is--Ebay provided them the return label and I looked everywhere but can not find a way to send them another label
Item does not even show up in Open Returns.

Any idea what the "issue" is with the return label?
The return label doesn't have an issue. It's a pretext to escalate the case, then the buyer goes silent, e.g.
Another pretext is the buyer claims that the post office claims that the Ground Advantage RETURN SERVICE label is insufficient for the return package and gets eBay to escalate the case, then goes silent.
The hold times out, eBay forces the refund, and the buyer keeps the item.

After you provide the label you should go back to the claim and inform the buyer (and eBay) of the tracking number.
Good idea to message the buyer directly as well, no need to waste time contacting eBay support.
OP @weeklyhouse can you find the claim here to "go back to" to review?

Yea, I kind of figured it might be a scam. Pretty good one it looks like.
Hope it doesn't catch on. Thanks

If you can't see the order, going to have to contact ebay and find out why. I wonder if doing a refund from the transaction and specifying "for return shipping" would satisfy ebay........ you could be out that amt..........but that might be enough to get them NOT to refund the rest to the buyer.......... We used to have to paypal the money for international returns since we couldn't purchase shipping in other countries........

So what was the action you took?
We're you able to locate the open return case and have eBay identify the label was uploaded somehow?
Is the ball back in the buyers court to return the item with the new return label?
Just curious.
