Confirm Return image doesn't activate

I can't complete a simple return because the Confirm Return icon doesn't activate. I'll try messaging the seller, but that leaves the request unofficial. Any suggestions?

Yes @nanmunro, if your simple return says Please provide photos to/from/for/etc this return, like this 

then try to Please provide a single photos to this return like that, to light up the Confirm return icon.
