Seller bought something from me. I agreed to the return. He inadvertently stopped the return. We would both like to to restart the return so he can get his money back, but ebay won't allow us to do that. 

they made me file a complaint against the buyer, but I have to grivance eith him.

If the buyer closed the return, there's nothing else they can do through Ebay.

They would have to return it outside of Ebay, then trust you to refund.

Or they could do a charge back with their payment source, but then you wouldn't get the item back.
