Are you using an Apple device?
Some users have posted about problems with the "add photos" button, particularly in Safari, since a recent update. At least one Chrome user had a similar issue. One user indicated that dragging and dropping photos to add them worked, so the problem may be with the function of the button itself.
You may want to try another browser such as Firefox to see if that allows you to add photos more easily.
