I'm trying to ask eBay to step in and assist on an order that hasn't arrived and when I click on the item, this message is generated... ' oops we're having a technical hiccup'.

If you have access to the eBay app, see if you can use that to escalate. If not, you can use the  chat or callback option from customer service:

Hey devon@ebay, I've seen multiple reports from buyers unable to open INRs or escalate them. Can you check if there's an open site wide ticket on this one?

Hey @wastingtime101! I will have the Tech board updated here shortly but there is a ticket open to have this issues resolved. If buyers are running into the problem of not being able to open INR's they can reach out to customer support and let them know that they are experiencing ALERT14812. This will have their account added to the ticket to be resolved.
