I just received a message. It is saying they did not receive a shipment . I have not sent a package to this buyer, and furthermore I do not use fedex. and as you all know if there is an order attached to this person, then the picture of the item would be in the message. this is an internal message, not an email. it is obviously a scam, but since there is no category for something like this to report, I turn to you who are smarter than me to let ebay know this is happening. And no, I did not respond or engage the sender of the message. And feel free to send my info to ebay to help resolve this issue or if they need more info from me.

Do you want to report this to eBay? If so, you can use the "Report message" feature in eBay messages . Click on the three dots (see screenshot below):
Be sure to > Block this buyer

I would ignore the message. If you've got a buyer who hasn't received something, they can open an INR claim. Good luck.
