my ebay store is having software issues

I have an ebay store that's allowed up to 560 listings, and  currently I have put up only 138 ads. Yet this weekend I've been trying to list three  additional items, but the software won't let me. This problem began yesterday and is still hampering me today. Is this a glitch at the ebay end? I've been a seller for over 10 years now & I've never seen anything like this before!

Have you received an email about signing up for Managed Payments?

If you're supposed to sign up, but haven't, they won't let you list any more or edit your current listings.
