How come ever time we log in it takes us to this URL page

whether  we use google chrome or Microsoft edge

if we google eBay & click on official sight or if we click on categories or ebay motors & ect

it still takes us to the same page

Does it to me too , And the captcha garbage twice at every login ,believe its time to take about a month off from here.

Are you using Firefox? If so, try doing a refresh/reset. Fixed that problem for me.
