You are currently signed in to the US ebay.com site. Note that dates in the US are typically shown MM-DD-YYYY rather than DD-MM-YYYY as in the UK.
You may want to sign out of the US site and sign back in to ebay.co.uk instead.
New accounts typically have limits; once you sell some items you should be able to list more.

As a brand new seller, you will have listing limits until you prove yourself trustworthy . So sell to your limit, answer questions timely, ship quickly, leave feedback.after become a genuine seller you can increase your listing count.it may take few days.

Since you are a new seller here, eBay puts selling limits on your account to help you grow your business in a manageable way and to ensure you can give your buyers great service. As you get more comfortable meeting buyer demand, eBay will increase your limit.
Until you show that you have a track record of delivering on time and customers being satisfied and not a lot of returns filed against you, it will be difficult to get eBay to increase your limits.
Your selling limits will not increase until; it's been more than 90 days since your first successful sale and when you've had more than 25 transactions and $250 in sales.
However, occasionly it doesn't hurt to try and request an increase. Here is the link to eBay's selling limits page, where you can request for an increase there.
You may want to contact eBay:
You can send an email message to eBay. Email has been hit and miss due to COVID-19.
Here is the link:
The email option is at the bottom of the link.
Or you can reach out to customer service using social media:
eBay on Facebook
eBay on Twitter
Social media worked for me. Got an answer and resolution to my issue fairly quickly. It wouldn't hurt to leave a contact number. I did this and a CSR called me.
Hope this helps!

08/07/2020 was just two days ago, if you're in the US.
New sellers cannot expect increases in their listing limits. Increases are based primarily on the seller's reputation as evidenced through number of transactions, feedback, lack of claims, etc. Needing more listings because you have a lot of stuff to sell is not one of the factors that eBay looks at.

Sign up for a store (the cheapest) And pay monthly so you can cancel after without penalty. Typically they will send out promotions for a free 100 or 500 listings whatever the promo is once they see that you are not listing.

Although a store subscription provides a certain number of free listings, new sellers will not be able to take advantage of those due to new seller limits; in general new sellers should wait before getting a store subscription.

Signing up for a Store subscription will not help this seller. He can't even use the free insertions that he already gets without a Store. Signing up for a Store has no effect on a seller's listing limits.
