Hi. After 3 days of being locked out of my 25 year old eBay account with more than 3 dozen attempts to sign-in I finally stumbled on the solution.
My system: HP desktop PC. Google Chrome. AdBlock enabled. Javascript enabled.
Went to Chrome settings. drilled down to Javascript page. Specifically whitelisted www.ebay.com.
Problem solved.
BTW, I downloaded Firefox yesterday. Sign-in to eBay with no Javascript hassle.

I use firefox and that is where the problem with javascript started for me. And a couple of days ago when I couldn't get into one of my accounts, I had the same problem when I tried using google chrome. But the problem has mysteriously cleared up at the moment and and as of today the log in is different with ebay now. It now shwoing the option of switching user accounts. So far so good.

Now I am having the same problem and can't get access to one of my other accounts. I am stuck and do not know what to do. I wish they just stop screwing with things especially when there is no dedicated phone support.

[I posted this in the other thread, but it belongs in this one]
If you are getting a javascript error in Chrome, check your browser's privacy and security: site settings: javascript. Make sure ebay.com is not blocked; if necessary add it to the whitelist of allowed sites.

How would you check this in firefox?

I do not know if Firefox has a specific javascript section that allows you to block certain sites; another user mentioned the Chrome setting specifically as the solution to their particular javascript problem.
You can check if javascript is enabled in general in your browser here:

I was able to get back in simply by changing my password. Quick fix but fingers crossed it lasts. Here's the response I got from eBay. Hopefully beneficial to some here that have the same problem.....
This may have happened due to corrupted logs stored in your browser. For your reference, your browser stores your log in details and uses it so that you do not have to log in again each time you visit a particular site. A sign in issue is the indicator that your browser has a problem reading the log in details.
To resolve this, please follow the below steps:
1. Select Sign-out to log out of eBay.
2. Clear your browser's cache and cookies. (you can usually find this option in your browser preferences or settings)
3. Close all the open browsers except for the chat window (if you're in chat). This is essential because most browser stores your log in details (cookies) in your computer's RAM. Closing the browser will clear all the details and errors that are causing it.
4. Open a new browser window and log in.
You can also try using an alternative browser - for instance Firefox or Chrome if you were using Internet Explorer, or vice versa. This is just to check whether the issue is or isn't from your browser's end.

HI Solve this Issue fro me and most I know.
1. reset chrome to default (chrome setting / advanced / Restore setting to original default)
2. Open up Ebay again and a blue banner at bottom of screen will ask you to agree wait for it - then agree
3. Now it should work fine - login as normal
Clearing cash and all the other things didn't work for me..!
Good Luck enjoy

Here is what I did, the cookies are treated as corrupted on the new login page so:
1- Open password manager settings of your browser
2- Open notepad or similar
3- Make the passwords and usernames visible and copy info to notepad, will delete later
4- Delete all user pass data saved on your browser
5- Login and use the credentials on the notepad
6- If needed save the passwords when asked by the browser
7- Discard the notepad once all credentials are logged in

There is one thing in Firefox 76 which is much easier then getting a new browser:
Check if you have a little shield icon in the left corner of URL bar. Click on it and toggle the Enhanced Tracking Protection for this site OFF.
And that's it! 🙂
