ebay Pay Onboarding Issues

I keep trying to open a seller account and, when I try to finish setting it up, I get the following message:

Well, this is embarrassing.

We're sorry, but the application isn't working right this second.

Please try again later.

I have cleared my cache and cookies, I've tried multiple browsers and it is not working. I cannot proceed with getting things going until I do this. Is this a known error?

In what part of the application process is it hanging up? 

What kind of device are you trying to use and is it up to date?

I can't help except suggesting that more information would be helpful to one of the other buyers/sellers that help.

If you have recently changed your username, try signing out of eBay completely and then sign back in. That may help to ensure the changes propagate fully throughout your account.

Thanks, I tried that and it didn't work. It's super frustrating.
