I do not see your selected category Stamps>United States>Sheets on the downloadable list of approved categories. If it's not on that list, you will not be able to purchase an ESE label.

The only eligible "sheets" category I see is:
Stamps>Great Britain>Sheets
Send an email to ebayshippingteam@ebay.com and ask them to add that category for eBay Standard Envelope eligibility.
