I started getting errors saying "connection timed out" and "the site is taking too long to respond" a few days ago from eBay. Everything else works fine.
I tried several tablets and my phone and I get the same errors.
However, when I turn on windscribe VPN on my PC and browse eBay, everything works full speed with no problems. This is the opposite of what I would expect; i.e., I should think funky VPN routing would take longer.
My preferred browser is Firefox, although it makes no difference if I use Chrome.

It sounds like there may be a network issue somewhere between your network or your network provider and eBay; when you use a VPN, your connection is through a different route that apparently works better for you.
Do you notice similar timeout issues when browsing ebay.ca or ebay.co.uk?
It might be worth rebooting some of your network hardware -- router, switch or cable modem to see if that affects anything.

I've already tried power cycling the router/modem and it did not change anything. It is a DSL modem + router connected to a very long plain old telephone line; my speed maxes out at 750KB/sec on the days it works at all. The service provider, CenturyLink, is complete garbage. They're the only truly unlimited option in my area and they know it: I've spent enough time talking to their call centers in Outer Mongolia to know CenturyLink don't give a **bleep**.
eBay.ca and ebay.co.uk work. ebay.com "takes too long to respond" except when windscribe VPN is enabled. I have windscribe on "autopilot," so I guess it chooses whatever route is least busy.
