Which browser or app?
If one is not working, try the other. Using a mobile browser, try switching been mobile, classic or desktop mode. Or try a different browser.
If app, make sure it is the latest version for your operating system.
In my version of the app, once there is text in the message body, a little "paper airplane" icon appears in the upper right corner of the screen to send.
