That isn't an eBay, issue, that is a Microsoft Windows sign in.
At some point in time you set up a PIN Windows Hello verification on your Windows device.
To disable it you need to go into your PC account sign in options to disable it.
I don't have that set up on my device.

Same issue here, but using Edge. Prompt comes from Msedge
I don't use MS Hello, never have, don't want to. Quite happy with EBay password plus occasional 2FA with PIN code via text. Why has eBay suddenly introduced this 3rd layer of verification?

This question seems to have been asked a ton but most of the answers are incorrect. It is browser specific and is the integration to windows hello/passkey/webauth.
Since you're using Firefox open about:config, search for security.webauth.webauthn and set it to false (double click). This disables the passkey integration with windows hello and the annoying prompt. Be mindful this will disable ALL passkey/hello integration with Firefox. If you are using another browser you can probably just search for "disable webauth" or related.
