In the app, from the item listing use the three dot menu in the upper right to report the item.

I know about that, when you click report it says it's been replaced by the question mark icon that I can't find.

When I click "Report this item" in the app, I am sent to a screen where I can successfully report the item.
The only "question mark" icon I am familiar with is the feedback or comment icon when using a desktop browser, not the eBay app.

Nope. The 3 dots can no longer be used.this is what I see when I click the 3 dots and then report this item:

Are you using the latest version of the eBay app? I just used the latest Android version of the eBay app to report a listing this morning, and I was able to do so without that blue message.
If you are unable to use the app to report a listing, use a browser instead.

I saw this change recently on the website. There's a new question mark icon on the lower right of the listing page that you click to report and you have to agree to all sorts of disclaimers about how eBay may share your ID with the seller, etc.
I haven't tried it on the app, but if you're not seeing the ability to report through the app then use the website until this gets sorted.
Edit to add @stevescho - for now the old form still works. So you can go ahead and use it.

Yes, I am updated and the 3 dots still show the screenshot I posted, I don't use no browser.

OK I tested this out on the iOS app and I'm seeing the same thing you are.
On the app you use the 3 dot menu for reporting. I'm guessing what happened is eBay put that blue banner on the top of the report page and did not distinguish whether someone is reporting from the app or the website.
On the website there is a new process where you click a question mark icon on the bottom.
On the app, I don't think the navigation process is changing for reporting listings but we can ask elizabeth@ebay and devon@ebay to confirm one way or the other.
In short: I don't think that message is meant to appear on the app - only on the website - and you can ignore it. If anything, I think the app will redirect to the new form once the change fully rolls out?
The form still functions so go ahead and fill it out and ignore the blue banner.

While we're on the topic of reporting listings devon@ebay , I have a question I'm hoping you can answer.
About 3 weeks ago several listings were reported for brand name misuse. Sellers in China have decided to spam the site with listings labeled as Clorox brand, but they're just generic products from China. The actual Clorox brand product was discontinued several years ago.
View this link. 29 out of 30 results are very obviously violating the brand name misuse policy.
The reports were reviewed by AI and AI determined there was no problem with the listings.
Can you pass this to the appropriate product teams to see if this is a loophole in the programming?
See below screenshot, how it says Clothing,clorox ? Is AI failing to see the misuse of Clorox because it's tied to another word with no spaces? Or is AI ignoring the title and only looking at the brand item specific which says unbranded?
Edit to add:
If I go through the new reporting overlay, it shows the word Clorox in the title is interrupted with code. Perhaps that's the loophole impacting AI's ability to detect abuse?

@wastingtime101 that's an interesting observation about the code interrupting the word.
I went through the motions on the new form with a couple of listings that don't appear to be intentionally manipulating search or violating policy (didn't actually submit a report) and noticed it's also displaying code for places in the title that have a & or " when those characters display correctly on the actual item page.
From Googling, it looks like wbr/ is html for an optional word break. which basically provides a suggestion to browsers about where they could break up a long word if needed to display it properly.
So I'm wondering if maybe that code is actually inserted by eBay just because that string of text is so long with the comma and no spaces?
Either way, I think you're definitely in the right ballpark that either the comma, no spaces, or html code (or all three) may impact the ability for AI to recognize the brand name being misused.
