I’ve been trying to purchase an item all day and have been recieving this message: “We can't process your payment. Please select a different payment method or check your payment details including your billing address.” My bank has more than enough money for the item and does not have a hold on the account, I’ve even tried using PayPal and have received the same error. My billing address and card details are 100% correct so I am very confused as to why this issue is occurring, any help would be appreciated. I have attached a screenshot of the message also.

You might also consider the following...
Errors of this type, heck any type, are best approached by...Sign off of eBay, exit the browser, restart the browser. The above releases session cookies. You also need to clear the browser cache. Each browser has it's own method - Google "How to clear browser cache for (browser)"
Now, sign back on to eBay and retry the operation. If the issue still exists, sometimes all of the cookies for the browser need to be deleted. This can have drawbacks, as cookies can do some good things for you, but using a program like Ccleaner.exe (free, google it) will allow you to delete all cookies for your browser.
In some cases an issue is browser related, ie. the issue may only exist in a particular browser.. For that reason it is good to have at least a working relationship with an alternate browser. Then you can try the operation in another browser.
The above steps are especially important, if you stay signed on all of the time. As eBay makes changes, your browser cache/cookies may not be refreshed with the latest changes.

Here is some other advic I sometimes give...(hope it helps)...
Basic troubleshooting steps like signing out, clearing browser history and signing back in are first steps to resolve these issues.
Then contact PayPal to check your account there.
If PayPal confirms no issues with payment on the member's end, eBay's Customer Service team can look deeper into the issue. eBay Customer Service will be able to give you a definite answer when you experience these issues.

Note: Some members have reported that they have cleared these errors by deleting their saved payment info, ie Credit Card info. - http://pages.ebay.com/help/sell/updating-credit-card.html
Also: If using the mobile app, make sure you are using the latest version of the app.
