Unable to submit and Offer

It says it can’t verify my card, I’ve had this happened two times now, the first time was in January.

I have completed offers in 2024 without any issue. I’ve triple checked every detail, nothing is out of place, I haven’t broken any rules since I don’t list anything.

any advice would be greatly helpful.

You are registered in the UK, but you are currently on ebay.com. You might not be able to add a payment method to your account from another country site.

Is there a payment method in your eBay Payments on ebay.co.uk that is indicated "for offers and auctions"?
