Unable to send return shipping label

The option to send a return shipping label doesn't appear. How do I complete a return, if I can't do that?

P.S. Please don't copy and paste eBay's return policy, I've read it all.

how did they request a return?? It should have been an option in that message (or automated) if so...

That seems to be the problem with the mess to day.

Check your payment method and see if you have been charged for a label...

Is the buyer from the US?

If not, you won't be able to send them a shipping label.

They did it without me involved. In other words, no message, except from eBay, telling me that they requested a return.
