There are funds in my account to cover this. I tried twice today 9/14 and I get a message "There was a technical issue and we couldn't process the refund you sent. We apologize for the inconvenience. Please retry sending the refund, and we'll get it to the buyer as soon as possible."
Will a notice go out to those affected when this is fixed??

I am able to refund from 'available funds' even if it already show a negative balance.
That's where your refund usually goes in seconds when you give a refund.
I assume you are not using a credit card or debit card.
It should come out of 'available funds' immediately just hitting a refund...you are going into the item sold already and hitting refund I assume.

I have been experiencing the same issue all day today. This morning, I requested a callback from customer service and spoke with a customer service rep. He said that sellers are reporting this issue. He sent me an email so that I could reply with screenshots, which I did.
Hopefully, this issue will be resolved quickly.
You should keep trying periodically to initiate the refund (s). I would not expect a notification from eBay when the issue is resolved.

Just curious, have you been able to complete a refund today? If yes, what was the refund for? The refund that I cannot complete is for a shipping discount.

Same here, can't process refund for combined shipping, getting error msg and try again..

I have my settings pulling refunds from available funds with a backup bank account. I send refunds for combined shipping usually once or more per week with no problems -- until today.
