I have a payment to fulfill on a bid i've won but i'm unable to do so for the past 2 days because whenever i select PayPal it gives me a error message saying "We ran into a problem and PayPal is unavailable at the moment". I can't complete the transaction because the seller only accepts PayPal, so now there's nothing i can do! I tried everything...changing browsers, clearing cache and cookies, relinking my PayPal account to Ebay, but absolutely nothing works which makes me believe that eBay is at fault here.
Is there any solution for this??

Anything odd about the seller? New to selling, or in a small foreign country?
If not, try removing your paypal email address in your eBay account under Personal Information, "saved payment method". See if that will send you to a blank paypal login screen when you try to pay.

Nope, seller is in NY with 100% rating...i tried it already but to no avail. It simply won't let me pay for some reason.

I just saw a thread elsewhere that seemed like a similar situation, though the error message was different.
The buyer was able to complete the transaction by using the mobile app.

Yeah, i tried that too, both with the mobile website and the mobile app. Still getting the same error. The seller only ships to the USA and i'm in Brazil, but i do have an address in the USA for deliveries, so i don't think that could be a plausible reason right?

This could be an issue. You need to talk to other folks in Brazil who use eBay and paypal to buy from the USA to see if there are any tips or tricks to making it work.

I've already made purchases from USA and other parts of the world with no issues...Nothing has changed since then, but this time it has become an issue.
I was thinking about cancelling the order and have the seller make another list but this time with the option to ship worldwide (even if the address i'd have it sent to is located in the US) just to see if that solves the problem, since in my mind the system would see that the shipping is not restricted to the US and somehow would allow my payment to go through...

Didn't work. At this point i'm considering just cancelling the whole thing...this is so disappointing. Nothing seems to work...

**bleep**, i almost 100% sure that could be the case. I'll look into it with the seller, as that is the only thing i haven't covered when trying to find solutions for this problem.
