This problem just hit me today.
I've tried everything recommended and 3 different web browsers.😫
Logged a feedback tech report.😷
Interestingly any emails with links to "Reply" open the message OK and I can reply on that page.
Phone app messaging is still working so I can at least contact potential buyers. I have told them to use the phone app to contact me again.
Ebay.... Any response?

Some users seem to be seeing a red slash-in-a-circle icon when selecting messages using a desktop browser. Messages may or may not load when selected.
If messages do not load at all, try clearing cache and cookies only on eBay by clicking on the lock icon to the left of the address bar in your browser. You will need to sign back in to eBay at that point, but messages should load again.

Thanks for your tips...👌
I had cleared the cache and cookies before posting the "me too" except for one thing. Logging out and back in.
That did the trick on Firefox, but doesn't explain why Safari and Chrome were also affected when I never use them for browsing eBay. They too now are working... which makes me think eBay tech's did something while I was having a nap.
Ah well...🤔

It is possible that eBay has made multiple changes. Unfortunately, every time eBay changes something on a page, there is a possibility that the change will cause a conflict for a user with old cache or cookie info. When things are working correctly the user's cache and cookies should be automatically overwritten with new, valid info. But that does not always happen as it should.
Eventually the old info should be displaced without the user having to do anything, but sometimes clearing the cache or deleting a cookie can speed things up.
