I recently moved countries and am unable to receive a password reset link at my mobile number which I no longer have, when I try to reset through eBay I am told I need to contact customer support, whereupon I am redirected to a virtual agent (no real live agent support at eBay amazingly), after chatting to the agent I am told I need to send an email, when I click on the email link one of two things happens, I either receive the error message “It’s not you. It’s us. Our server is down…”, or it returns a text box in the chat that when I fill in and send seems to do nothing and I receive no confirmation that the email has been sent. What can I do as I am at a dead-end?

On the page where you are prompted for a password, use the "Need help signing in?" link. Choose the "reset" option but rather than resetting your password, use the "contact" link on that page to get in touch with eBay. That should work for users that are unable to contact eBay other ways.
