Unable to Read Descriptions

For the past few days I have been unable to see the descriptions for items. Using the Chrome browser I get this error:
"The webpage at https://vi.vipr.ebaydesc.com/ws/eBayISAPI.dll?ViewItemDescV4&item=254186731560&t=1554269367000&tid=1...might be temporarily down or it may have moved permanently to a new web address."
In Microsoft Edge, I get this:
"Content was blocked because it was not signed by a valid security certificate."
I have tried disabling my antivirus and ad blocker, but the descriptions still will not load. Any ideas on what might be happening?

How are you getting the link that you included in your post? Is that from a search result page, or an email link?
In general, as long as you have an item number, you can past it into a link like the one above to see the item.

Thank you for the quick reply.
I can see the item, all of the photos, shipping information, everything except the description that the seller typically provides. This happens for every item, not just this one. I have to believe it is something with my computer since nobody else is complaining about it. Here is a screen shot.

That item page and description load fine for me using Firefox. From what you are saying it does sound like a security certificate issue for ebaydesc.com, but I think it's a problem on your end (since nobody else is reporting it). The cert for that site is valid and doesn't expire until June.
Check the system time/date on your computer. That being off will cause security certificate validation problems.

I just tried to pull up some ebay ads on my Kindle Fire tablet and I get the same error. Could my ISP be blocking the vi.vipr.ebaydesc.com site?

Thanks for the picture -- that makes it clear what is happening, though I am not sure why it is happening.
I did find at least one other person having the same problem recently:
Not sure if the problem is eBay failing to deliver a secure page, or that you are somehow blocked from getting it. Did anything change regarding your antivirus setup, or your network settings recently? The fact that it is happening with two different browsers would seem to rule out most browser-related causes.
Can you see item descriptions if you sign in to ebay.ca or ebay.co.uk instead?

Thanks again @eburtonlab ,
I tried the .ca and .co.uk sites and got the same error.
Since I was seeing the same problem on my Kindle Fire, I felt it had to be my router or ISP. I have not touched the router in months, but rebooted it anyway. Descriptions now appear on the Kindle, but not on the computer. Rebooted the computer and descriptions are now working!!! It seems my router got a glitch in it and was not allowing the vi.vipr.ebaydesc.com traffic through for some reason.
I really appreciate the help!
Hope someone else finds this useful, maybe @bryan3184 is having the same issue.
