Unable to Promote Items

I have had a eBay store going on about two years now and I have never had this problem before as of two days ago I decided to edit some of my promotional listings I did so listed a few other ads and went to go promote it in under the three dots where I normally click to select a promotional head is no longer there on any of my listings even the listings that I had promotions running on is anyone else running into this problem

Yes - I am having same problem.  I created a store a few days ago for the express purpose of doing volume pricing ACROSS listings (e.g. all Jack Stone Lego sets in my inventory).  The banner does not appear anywhere on any of the listings.
