Tried creating a new account.
It let me put in my name & email address, then I clicked in the password field, and it sent me to my first captcha page. Okay, I got through the captcha just fine and was redirected back to the set up page to enter a password. I created the password, and went to the next page.
Next screen it asked for a phone number to send a "security code" to.
I entered phone number & the "Continue" button became clickable, BUT when I clicked "Continue" it sent me back to the captcha page.
Then I became trapped in a captcha page > phone number page > captcha page > phone number page loop.
I eventually gave up, and here I am.
I wonder if people who don't already have an eBay account are experiencing this too and how long they try before just giving up. Those are potential buyers.
Fully up-to-date Win10 desktop using fully up-to-date Chrome Incognito mode.
I used incognito because I don't want to log out of this account due to all of the other posts about not being able to log in again. Also, I should not have to clear my cache in incognito mode. It did not have this account automatically logged in, nor did it prefill any of this account info.
I guess I'll try Edge. I do not have Firefox.

Edit: I used Edge & entered the same info as on Chrome.
This time, it let me enter the password without making me do a captcha and even went to a page that said, "Hi [my name]!
I never had to enter a phone number, and I never received a code on my phone from the Chrome loop.
It had a compilation of my first & last names as my user ID, and when I clicked on "Account Settings" it made me do a bleeping captcha.
When I did the captcha, it just reloaded the captcha page again and again and again.
I apparently DID create an account without ever receiving a code on my phone, but I'm not allowed to use it. Yay!
