I ordered two items from a seller in a single transaction. The item numbers are 266522678873 and 256227168126. I requested a return for 266522678873.
The seller kept asking me to cancel the return on 256227168126, and I kept responding that I wasn't asking to return it.
Eventually, we figured out that eBay is showing him that I requested to return both items, but I didn't, and from my account it only shows that I'm requesting to return 266522678873. This is a bug!
I have some relevant screenshots, but there's no way to attach them here.

Shipping was linked on 2 items sold from one tracking number.
Are you paying for return shipping? Was shipping free?
Wouldn't be a problem if shipping to buyer was free. But I assume it wasn't.

There were multiple tracking numbers. Shipping to me was free. Return shipping was free.

Open 'paint' and 'paste' any screenshots into the 'paint' and then 'save as';
then 'attach' using the camera icon above any forum response.

Should have the same tracking number on both items. When I have someone buy 2 or more items...the tracking is the same on all of them. I have free domestic shipping as well.
It's possible as a single transaction seller prefers both items to be returned rather than one. It is the seller's choice to have everything returned. A buyer doesn't have the option to pick and choose what they what to return from one transaction and keep what they want. Remember, seller paid for shipping your items out for free and since he has to paid? for return shipping he wants everything returned.

I know how eBay works. I've been using it for 22 years.
