Hi
Waiting on an item that was due to arrive July 11th still waiting July 17th, my problem is I can’t send msg to seller as a msg saying a eBay has a technical hiccup getting same message when trying to contact eBay help.

In a situation like this, there's usually no need or requirement to message the seller.
You are protected by eBay's Money Back Guarantee for buyers. Have you read it?
Since the last estimated delivery date has passed, you need to go to your Purchase History and find the item in question. There will be a drop down menu of options. Click on "did not receive" and follow the prompts. You have 30 days to complete this action with eBay.

If you are attempting to start an "item not received" case using a browser and getting a "technical hiccup" error:
Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least three users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.

Ask them to add your account to ALERT14812 (that's the tech ticket number for this problem) and they can also assist you with filing the claim.
