The new feature on all Submit an Offer transactions requires a buyer to select their payment method when an offer is placed. I select PayPal, it goes through the standard login process and I select which PayPal method to use. There are two payment methods in my PayPal account - a credit card (set as primary method) and a backup bank account. I select to use the credit card (primary method) and eBay completes the offer. I get an email stating "You’ve set your PayPal account as a default payment method to pay for the offers and bids you make on eBay. "
Problem: When the offer is accepted and the PayPal transaction is generated, it is using a different PayPal payment method than the one I've selected during the setup. It uses the backup bank account rather than the credit card which was selected during the setup and is also marked as the primary method in PayPal.
Please advise.

This is interesting - per your recommendation I checked the PayPal Automatic Payments (Settings icon -> Payments -> Manage Automatic Payments button). I was quite surprised to see several "eBay"/"eBay Inc" payments listed out (some dating back to 2014) as well as a few other ecommerce vendors where I used PayPal as the payment source. Time to pay closer attention to which vendors are establishing Automatic Payment streams as part of their checkout.
The two recent Accepted Offers from eBay were listed (the amounts charged matched) - both showed the payment method "Bank Or Card On File". I was able to edit the payment method for both eBay payments and change this to my credit card on-file. So does that mean each time eBay processes a payment for an accepted offer, they are establishing a new automatic payment (billing agreement)?
It could be that both times I attempted to setup eBay's payment feature it created a new automatic payment which PayPal defaulted to "Bank or Card On File" rather than the selected payment source "Credit Card". I guess I will need to see if the next Accepted Offer that eBay processes will use the updated settings from either of these Automatic Payments.

Log into your PayPal account and set the credit card as the payment method for "online payments".

Also go to your PayPal Automatic Payments and check that anything "ebay" is also set to the credit card. Otherwise, you need to contact PayPal and find out what is going on.

Yes, when you setup an ebay payment to PayPal and you opt to make it automatic it creates a new entry on PayPal. Delete any entry on PayPal that is incorrect or you no longer use. Then you will get the option to set it up again the way you want it.
Except for ebay postage payments, I don't let ebay set up any automatic payments for PayPal. That way I get to choose every time where the PayPal payment will come from.

Yes !! I set it for Paypal Credit and i set my Prefered way to pay as PayPsl credit but EBay took it out of my Bank account
. so i fought with PayPal to change the Payment Method and after a WEEK on the phone they finally DECLINED my claim or whatever. So then I called EBay and tried to RETURN the item since they OVERDREW MY BANK ACCOUNT ! They said i cannot Return through EBay …because i had filed a DISPUTE outside of EBay so i sent the $1,600.00 item back with signature confirmation and not only did the SELLER LIE and say originally when i told him the problem….Now he says the unit is damaged …and is demanding i pay $60 fir him to send the unit back after i Paid $60 originally them another $30 to send it back now he’s reporting to EBay the unit is damaged (which it was not when i sent it back) I’m

Even though this us exactly what they told me … it doesn’t do any good to the current problem. They let their artificial intelligence take over and change payment methods which causes 2 other problems. I think a whole bunch of people had problems and i noticed they took the option away of making an automatic payment choice while submitting an Offer

This system is terrible, the problem I am having, and I will not test it to find out is right now Ebay is having 0% on alot of items through payapl, If i put in an offer and its accepted, I still have no way to select the terms, it defaults to 6 months same as cash. That is not what I want. I want the 24 no interest

So just to make sure. You go to PayPal —> go to automatic payments—-> change everything to PayPal credit (or credit card) for the eBay payments and that should fix all future offers?

Ok, I have the same issue, and have been fighting Paypal since LAST WEEK about this.
So far 0 of the customer service reps have mentioned this method or fix.
Is there any way to fix the stuff that has ALREADY been charged? They overdrew my bank account repeatedly charging then while also sending me emails about insufficient funds and NEVER attempting to charge the preferred method.
Paypal has denied my claim.
