Shipping combined

Is something going on with the ability to have a flat rate shipping with $.xx added for each additional item put into cart and purchased in one payment.

I've had this as a seller for years and the listings show the rate plus a certain amount for each additional but my customers and being charged full shipping on each item in their cart.

You'll have to provide more info @maga_ash .

Were they sold with offers? If so, offers are stand-alone and don't combine shipping.

Were they sold through eBay International Shipping (eIS)? If so, eIS only combined some items and not others.

If answer to both of those is "no" then what are the listing numbers?
