The best way to find out current issues is to go to the main page of this community forum > https://community.ebay.com/
and it shows the "Most Recent" posts.
For example, today, there were about 10 other posts on the main page about this shipping label problem. and the eBay employee's post acknowledging the issue was also visible on that main page.
I find when systemic things like this happen there's almost always someone who already started a new post about the problem within minutes of it starting.
Also, eBay's outage dasbhoard can be found at https://www.ebayinc.com/sts/ but that page was actually buggy for a bit today too, and didn't immediately show the outages, so it wasn't as helpful as the posts on this forum.
