Send offers not available

On my listings that are eligible for offers to be sent, the option is no longer there if you click on the category for items to send offers to?

When that happens, it's usually because you've already sent the watcher an offer before which wasn't accepted.

Ebay is having IT technical issues with certain actions in the listings. They are trying to fix them. Try a different browser it worked for me.
