I know many people have brought this up, but I wanted to, as well, to show it's not an isolated issue.
PS: Some have said they can send offers through the app -- how is that done? I couldn't, for the life of me.

Select the ones you want and add your percentage or dollar amount. Then review the offers being sent and then send offers. It's down for ALL sellers. Your steps are correct, however you can't submit an offer.

I know that there is a sitewide ticket that is open for this issue which is under ALERT15704. Sitewide tickets get high priority for the tech department.
eBay might have fixed the issue already. I just checked and can send offers again. I was not able to earlier.
