Send Offer to a Watcher Issue - Anyone else have this happen?

I have a buyer who purchased an item of mine for $1.00 via the Send an Offer option, I typically end listing prices with 99 cents and then send offers ending in 98 cents, so I can easily tell if the item was purchased via the list price or an offer. An offer on this #15.99 item would have therefore been $13.98, NOT the $1.00 the buyer paid. I could maybe see the sent offer coming out as 1.98 in the rare event the 3 key wasn't pressed hard enough, but even then, I'm sure I would have noticed it. The is NO WAY I hit just the 'one' key and then send. How did this happen? eBay glitch?

I recently had this happen, too. The offer somehow was 2.00 and of course it sold. I would never have sent a 2.00 offer, I can't even break even. Whats up with this? I will stop sending offers if this is ebay's new program to "increase sales"
