Promoted Listing errors

I was directed here by eBay For Business to watch for their response to my issue.

I generally promote most of my listings at 2-4%. There are some that I don't promote at all. I recently discovered and reported to eBay that about half of my sold items since June were assessed a variety of rates much higher than what I set. Even worse, I discovered a $1200 item that wasn't promoted was assessed a promotion fee of 11.9%! (That one is submitted for a refund.) 

I'm still looking through my sold items one by one and am still finding incorrect promotion rates. I've gotten back to mid-June so far. 

Awaiting their response and likely refund.

I am here because I recently discovered this as well. I ALWAYS promote at the same rate, and recently went to the promotions dashboard and saw a rate of 2-13.5% of which I would never choose, ever.  I haven't reached out to ebay, but I suppose I will call and advise them to refund any over my obvious regular rate I always choose.  So frustrating.
