Anyone else having trouble with issuing refunds on returns? I am trying to partially refund a buyer (who USED a lip gloss and then returned it with the tip disgustingly covered in product and skin flakes, but apparently i'm required to give them back at least 50% anyway even though I now have to throw the product in the trash), but when I get to the last screen to issue the refund I repeatedly get "There was a problem issuing this refund. To refund your buyer, please try again later. If you're still having trouble, ask us to step in and help." This has been going on for hours. I'd prefer not to spend 30 min on hold so does anyone know if this is a known issue? Is it possibly because I have no money in my paypal account?

Yes. We have had the same problem. You need to contact eBay directly with this issue.

No reason to contact Ebay, just deposit enough money in your Pay Pal account to cover the refunds.

Yup, that did it. Thanks all. Why don't they just say that instead of generic error messages! And not sure why that should be the case at all since you can issue full/regular refunds that are pending with no funds in your paypal.
