Payment keeps repeating

I have attempted to order an item through eBay using a debit card. It redirects to the PayPal website where it says my bank has requested additional verification.
Then I enter my OTP and press submit and it loads and then goes back to eBay and loads again and then goes back to the PayPal sure and asks for my OTP again. My transaction is from INR to USD. What is the issue?

is there no solution to this problem ?? I am facing the same issue where ebay split the order into 2, and then processed one part, but is not allowing me to make payments for the remaining items, and keeps taking me on this OTP loop payment via paypal. Any solution ppl ??

Check to be sure the remaining sellers ship to India and that the articles you are trying to purchase aren't banned for import to India.  The fact that part of the order was processed would seen to indicate there is a problem beyond just making the paypment.........
