Partial Refund rather than Full Refund Loophole?

What can I do?

I purchase an item form a seller.
Their description was wrong and the item was not as described. I told them I wanted a refund as soon as I got the item - before I could open a request for refund or return.
The seller issued a partial refund.

If I try to open a return it says,

"You can't open a return for this item
The seller already gave you a full refund. See details."
When I click "See Details", it shows a partial refund (less than 50%).

Seller is saying I have to contact the Global Shipping Program.
Automated chat is saying to email customer service.
They are seeing only that a full refund has been issued and no one is responding to me and it has been over 4 days. 

I would like the full refund.

What can I do?
