I wuz looking at items purchased and a SURVEY pops up on EBAYS desktop website.
Asking a few ?s and then $7 for a $1K phone Ain't no way in Hades someone giving me a phone for $7

Sounds like a scam ad.
Sometimes scammers are able to use third-party advertisers to get scam ads placed on other sites. Or else adware or malware can be used to get pop up ads to appear on when visiting a site by taking control of your browser.
If you keep seeing such ads, you may want to consider using an ad blocker or scanning your device for malware.
Any time you see an ad that claims someone wants to give you a $100 gift card for filling out a three-question multiple choice survey, or wants to give you an expensive new phone "for free" if you pay a "small" handling charge, that is most likely a trick to get you to give your credit card number to a scammer.

eBay does NOT vet every single listing before it goes live. How many more employees would it take to do that? And who do you think would pay for that?
eBay relies on buyers to identify and steer clear of bogus listings.
