I have tried several times to report an item, that I purchased through ebay, had not arrived. I first email the seller for shipment information, then sent them a request for a refund. No reponse from seller. I tried to have ebay step in but got, Oops, we had a technical hiccup. This has happened for a couple of days now. How do I contact ebay for help with this issue? It seems like a technical issue.

I've seen more than one post about this today. My advice has been just to wait a bit and try again later. Now I'm wondering... Geez, how long should one have to wait? Hang in there for a poster with experience. Mannnnn....

Try using the eBay app, if possible to start the "item not received" case -- I seem to be able to get farther along in the process using the app than when using a desktop browser. At least three users have indicated that they were able to successfully start an "item not received" case through the app when the browser link gave that error message.

Ask them to add your account to ALERT14812 (that's the tech ticket number for this problem) and they can also assist you with filing the claim.
