I've had a offer submitted but can't accept due to server being down anyone else having these problems

You may be getting a "server down" error if you are using a bad link.

I notice you are registered in the UK, but you are currently signed in to the US ebay.com site. Try signing out here and signing back in to the UK site, and see if you are able to accept that offer.
