I sent an offer for an item listed at $199.99 for $150. The buyer accepted my offer, but when i went to pay in the review order section the price jumped up to $180.01. Why is this? I cannot pay the $180 I am confused why the price goes up

You appear to be registered in the UK, but you are posting on the ebay.com community pages.
If you made an offer on ebay.com that was accepted and chose shipping to the UK, the ultimate price you would pay would include VAT charges, I believe, which should be around 20% of the total amount at the standard rate, bringing a $150 offer up to about $180.

the postage for the item is $29.88, the duties for the item is $44.04 and on top of that I have to pay for VAT charges of like another $30?

If you think you are being improperly charged for shipping, taxes or duties, you may want to post a question on the UK community discussion boards where folks that are more familiar with the specific practical details of UK imports may be able to advise you.

There should be a breakdown of what you are being charged before you pay.
This is the US .com forum.
We dont pay VAT.
You may have better luck getting your question answered on the UK site.

@flyspeed-1, yes, that sounds about right.
eBay is required to collect the VAT charges for all items that are imported into the UK, up to £135. Above that value, you would have to pay the VAT to the shipping courier before they will deliver the package.
