Sounds like an issue with your IP-address if using a VPN works and a non-VPN connection does not.

If you are getting an "Access Denied" message, see here:

Yeah, your local ISP or local router/modem may not be correctly translating the DNS connection, or there is a routing issue between your ISP and the main internet backbone.

If a VPN can get past that, then it has to be a more local issue, or within your ISP.

You may want to power down your internet router/modem and related hardware, then power them back up.  With your PC, you should restart it.

Powering it down will NOT do the same thing!  Windows 10 and 11 use a feature called Fast Start.  This is a mini-hibernation, which allows the computer to start faster.  However it doesn't actually shut Windows down and close out processes.  Only Restart will do this, unless you have Fast Start disabled in the power panel where you can set what your power button does when used.

FYI, fast start was originally released with Windows 8, and was to make a HDD seem to boot faster.  In reality, modern systems do not need this, since they have SSDs.

It maybe just me but I don't see the problem. You have a VPN for a reason right?

I have one and use it always. In fact I have it set up not to connect me unless it's on and disconnect me if it somehow glitches (hasn't happened so far).

You pay for it so why not use it?

There can be side effects from using a VPN under certain situations.

Personally, there is no need of one, unless you are using your device in a place shared with others and especially in public places, such as hotels or airports or anytime you use open WiFi connections that have no security.  If you are in your own home with your own internet that is secured, most day to day tasks don't require one.

That said:

I have had to do setups that required not only a VPN but bit-locker (drive encryption) enabled on their drives.  These were for professionals that did accountant work and that is all required for security reasons.

A VPN is used not only to hide your traffic from any other local devices, but can also change your "location".  This in turn can get around restrictions where you normally can't access or use a service because you are not in the same country or region for example.

Also when it comes to things like gaming and communication:

A VPN can introduce latency into your connection, causing issues with communication delays, or high ping in games.

While there are some security benefits in specific situations, for most users its not required to function properly and safely online.

That sounds like a network or DNS issue. Try clearing your browser cache or switching your DNS to Google (8.8.8.8) or Cloudflare (1.1.1.1). Also, check if any firewall or ISP filter is blocking eBay. Using a VPN bypasses that, which explains why it works with Norton’s VPN.
