Not able to file a case

Hi, I recently returned a laptop but the seller refunded only 50% of the price. I am also not able to contact the seller. When I try the page says the seller is not able to respond to your question. When I click on open a case and then fill in the detailed story in the text field and click on 'Ask ebay to step in', the return status page appears again. In the resolution center also I don't see any open cases. Ebay's helpline number also seems to be discontinued. Can anyone please provide any help?
