I'm having the same problem, except these weren't manual relistings. Most of mine (around 200) were relisted automatically as they were GTC items ready to renew. Another 12 were new listings that I uploaded through File Exchange and they all are missing Gallery images as well. Even funnier, if you drill into the listing, the image is just fine....and even the documentation clearly states that the Gallery image is the first photo. This guarantees that this is a bug on their side, and one introduced yesterday since it hasn't happened before.
I contacted Concierge Support this morning, and while they were really sorry, they didn't offer to do anything (like escalate) other than put in a bug report which is pretty much useless for the current problem. Using the "Fix gallery images" doesn't work, and neither does a File Exchange update. The only thing that I've found that works is to manually go in and fix them one at a time. I have well over 5000 items that are going to do the same thing within the next 30 days, and I am not excited.
If they would escalate this to a File Exchange specialist, I think there must be a solution, but since they are unwilling to do that, I feel like I'm pretty much on my own. Anyone have any ideas? I should be able to send just "Revise" for action, item id, and PicURL, but this is what isnt working.
