*I have a problem and a solution.
PROBLEM:
*Within the "Volume Pricing" set-up there is something that needs a re-think.
*The little "check box" that says "Apply discount to single item only" makes no sense once the sale is running. BECAUSE even with that box NOT CHECKED, there is no indication anywhere on any of the Volume Pricing items that a customer could mix and match for the discount. Even when the customer finds and enters your store, there is no indication of a Volume Pricing discount anywhere. SO that little box, when NOT checked does no-one any good and the listings act as if it were checked whether it was checked or not.
*To fix this would be a fairly simple computer programming fix. This part of the program is already being used in another portion of Marketing - the Sale Event + Markdown. Beside the "Banner" there are 4 words "See all eligible items" that then takes the Customer to a new page with only items included in the sale. They're not very noticeable (COULD BE MORE NOTICEABLE like - in a button format) but, at least, they are there.
SOLUTION:
*There are two ways to proceed for the two sellers' choices.
1) For those sellers that choose to CHECK that little box: Those 4 little words (link) needs to be added to the "Volume Pricing" and the customer can then see all items in that promotion just like in the "Sale Event + Markdown" listing.
2) For those sellers that choose to NOT CHECK that little box: Add to each applicable listing - "See all items to MIX AND MATCH" or words to that effect. THEN, once in that page a "banner" recommendation that they Customer can "MIX AND MATCH these items to receive the discount".
*If eBay chooses to NOT fix this then they're ignoring some easy sales for themselves and their Customers (eBay Sellers).

ALSO, when items included in the "Volume Discount" without that little box checked have only 1 they still need the "banner" on the initial search listing and be included in the subsequent group after the customer clicks to find all items in the promotion.
Some additional instruction might be necessary for the Customer to know how to proceed - ie: put all items in your cart and pay at the same time to receive your discount . . . or words to that effect.
