Make Offer and Accept Submitted Offer Through Messaging Not Working

I've had 2 customers contact me regarding the Offer System.  The first said the system will not let them submit an offer.  The other said the system is not letting them accept an offer I sent them through messaging.

Is Ebay working on fixing this?

Also I'm pretty sure my dashboard usually lists the number of outstanding offers I have pending and that is missing too.

Am unable to submit any offers. I can put in the amount, there is a plus sign that allows typing in a message, but there is no button to submit the offers.
