I've tried to list items in every way I know and can't get past the unresponsive message. I'm thinking this is on ebay's end since I see multiple posts addressing the same issue.

This thread is from 2021. Lots of folks have listed successfully since then, even if there have been some intermittent problems along the way.
You may want to examine the specifics of your situation in detail to see what might be contributing to this issue for you, and to start an entirely new thread.
Using a VPN or a hotspot? Try going without. Try a different network connection to rule out a problem with a specific connection or provider. Listing seems uniquely sensitive to connections with long lag times.
Have you tried disabling browser add-ons? Listing via another device? Or the app?
With or without a template? Starting an entirely new listing as opposed to sell similar or resuming a draft?
