Item Not shipped

Item was paid for with PayPal, But seller did not provide Tracking and did not ship item.PayPal Declined my case and I have not gotten a refund.

That's unusual - what was the reason PayPal gave you for declining the case?

Did you open an item not received case? Is there tracking indicating that the item was delivered?
